Communiqué on Import Inspection of Wastes that are under control relating to protection of environment (Product Safety and Inspection: 2014/3)

The purpose of this Communiqué is to regulate the principles and procedures with regard to the conformity inspection of wastes, regarding the protection of environment. It covers the inspection procedures of wastes that shall enter into Turkish Republic Customs Zones. Such wastes are laid down in Annex 1 to the Communiqué. The Communiqué also includes the wastes, import of which are prohibited. Following subjects are covered in the Communiqué:
- Who can import such wastes and terms of import
- How to obtain the Conformity Letter
- Conformity Inspection procedures
- Conformity Letters and Non-Compliance Letters of Provincial Environment and Forestry Directorate
- Exceptional Cases
- Procedures for treating the wastes emerged in free zones
- Customs Procedures (required documents, certificates, sampling methods)
- Designated customs directorates for import controls of scrap metals and metal wastes
- Wastes Subject to Conformity Inspection on Import
- Wastes, Import of which are prohibited
Wastes, import of which are subject to control and import of which are prohibited, are laid down in Annex 1 and Annex 2 respectively. There are currently 79 such products (i.e. HS codes and explanation of these products are laid down in the aforesaid Annexes) and they fall in the scope of the following headings in Turkish Customs Tariff Schedule :
