The purpose of this Communiqué is to regulate the principles and procedures of metal scraps (laid down in Annex 1 to the Communiqué) that shall enter into Turkish Republic s Customs Zones.

The Communiqué covers the following subjects:

• Who can import the metal scraps?
• Metal Scraps Import Certificate
• industrial facilities processing metal scraps
• case for secondary compensating products
• customs border gates for the entry of metal scraps
• Metal Scraps, import of which are subject to control
• Metal Scraps emerging in free zones
• Metal Scraps, Import of which are prohibited
• transit pass of metal scraps

Metal Scraps import of which are subject to control and import of which are prohibited, are laid down in Annex 1 and Annex 2 respectively. There are currently 28 such products (i.e. HS codes and explanation of these products are laid down in the aforesaid Annexes) and they fall in the scope of the following headings in Turkish Customs Tariff Schedule :
