The purpose of this law is to regulate the principles and procedures regarding with the establishment, running and liabilities of industrial enterprises producing war weapons, vehicles, equipment, ammunition and explosives. The act covers the following:

• Permission requirement for establishment and running of enterprises producing war weapons, vehicles, equipment, ammunition, and spare parts and explosives thereof
• Determination and Announcement of the yearly lists relating to such weapons
• Liabilities of Industrial Enterprises producing such weapons
• Inspection 
• Exportation or taking such weapons out of the country
• Weapons of mass destruction comprised of nuclear, biological and chemical weapons, and the articles and technologies which might be suspected to be used for the development of launching mechanisms
• Penal provisions
